A number of countries in Africa require a waiver document for all import shipments. For example, a BESC (Bordereau Électronique de Suivi des Cargaisons) is required for all shipments going to Benin, Mali. This way the authorities in the countries of destination have access to all information in the “pre-arrival phase”.
