Since August 12, 2026 the first obligations of the European Packaging and Packaging Waste Regulation (PPWR) have applied. This new EU regulation aims to reduce packaging waste, increase reuse and ensure better recyclability of packaging. The rules will be extended step by step in the coming years.
The PPWR affects nearly all companies that produce, import, use or place packaged products on the EU market. Transport and industrial packaging are also covered by the regulation.
For importers the impact is significant. Those who import packaged products from outside the EU must, among other things, check whether the packaging complies with PPWR requirements and whether an EU declaration of conformity is available. This documentation must be kept for five years. Certain identification and manufacturer details must also be present on the packaging or in accompanying documentation.
Requirements are also being set for packaging composition and recyclability. Reducing unnecessary packaging and empty space is also part of the new rules. For food packaging, restrictions on certain PFAS substances apply from the start of the PPWR.
An important point is that the PPWR does not introduce all obligations immediately. The regulation will be phased in over the coming years. The European Commission has already published additional guidance on, among other topics, existing packaging, traceability and importers’ responsibilities.
Do you import goods from outside the EU? Check with your suppliers whether the packaging used meets the new PPWR requirements and whether the necessary documentation is available. This will help you avoid problems during inspections and possible delays when placing your goods on the EU market.
